Below is information about submitted land development applications in Montgomery Township. The Township will continue to post updates to Land Development projects as new information becomes available.

The Village, 511-521 Stump Road  (Approved 9/9/24)

Land development application, submitted by Harry E. Hassan, under review for a proposed Mixed-Use Complex to renovate a 6-acre shopping center, known as The Village, by proposing the installation of a new 3,600 square foot two-story mixed use building with medical offices and apartments on current parking spaces in the southern corner of the property, along with installing apartments in two of the three other buildings already present on the site.  This property contains an existing stand-alone building used as a restaurant, which will not change, and two other two-story buildings with first floor commercial and office uses.  This proposal would allow for the installation of apartments on the second floor, as permitted under the “Mixed Use Complex” zoning provision in the S-Shopping Center district.

 

Quick Lube of Carolina, LLC dba Take 5 Oil Change, 737 Bethlehem Pike (approved 5/13/24)

Quick Lube of Carolina LLC, doing business as Take 5 Oil Change, has submitted a land development application to demolish a vacant building and construct a new 1,600 square foot building with three drive-through lanes for oil changes, on a parcel of land in the C-Commercial district at 737 Bethlehem Pike, just south of the Five Points intersection.

 

Montgomeryville Mitsubishi, 1011 Bethlehem Pike (approved 7/8/24)

309 Autovest Properties has submitted a land development application to construct a new Mitsubishi automotive dealership on a 9.97-acre property, in the LI/HLI zoning district, currently shared with an Acura dealership on the northbound side of Bethlehem Pike, just south of Stump Road.  The proposed building will cover 24,600 square feet with space for a showroom, offices, and service bays. 

 

Panera Bread, 801 Bethlehem Pike, Airport Square (approved 9/23/24)

RE Plus Airport Square, LLC has submitted a land development application to install a Panera Bread restaurant with drive-through on a new pad site in the Airport Square Shopping Center, in the parking lot of the existing T.J. Maxx and Home Sense stores, in the S-Shopping Center zoning district.  The proposed restaurant building would cover 4,300 square feet with a 556 square foot patio and offer 110 dining seats, with two drive-through lanes proposed.

Penn Medicine, Dekalb Pike, between Welsh Road and Gwynmont Drive (approved 8/28/23)

The Trustees of the University of Pennsylvania, Owner & Operator of the University of Pennsylvania Health System, have submitted a land development application to construct an ambulatory health care center on a 11.9-acre parcel of land on the east side of Dekalb Pike, between Welsh Road and Gwynmont Drive, located in the C Commercial zoning district, which is permitted by conditional use in this zoning district.  The Board of Supervisors granted the conditional use on April 10, 2023, and subsequently conditionally approved the land development application on August 28, 2023.  The 4-story ambulatory health care center, with adjoining 5-level parking garage, will provide outpatient medical services including labs, physical therapy, primary care, and orthopedics, without overnight or 24-hour operations.  The site will be improved with landscaping, stormwater management, lighting, an internal walking path, pedestrian crosswalks, and a traffic signal at Dekalb Pike and Gateway Center Drive/Penn Medicine Drive.

About Montgomery Township

Montgomery Township is a municipality situated at the edge of Montgomery County, amongst a group of surrounding suburban municipalities in Montgomery and Bucks Counties. The Township is governed by a 5-member Board of Supervisors, and supported by nearly 100 full-time staff members. In addition to our Board and staff members, the Township has over 130 community volunteers who serve on 16 different boards and commissions.

The Township is 10.82 square miles, has a population of over 25,000 residents (26,164 per 2019 census), and is located in the North Penn School district. Community neighborhoods range in various housing options: single-family homes, townhomes, age-restricted communities, and apartment complexes.

The Montgomery Township Community & Recreation Center and the Montgomery Mall are two major establishments within the Township, offering recreation programs, shopping, and business opportunities for all. Outdoor recreation is heavily favored in the Township as well, with 15 different parks and a scenic parkway trail for residents to enjoy. In 2013, PennDOT finished constructing the 202 Parkway through the Township, which has been designated as a Scenic Byway, the only roadway in Montgomery County with this designation.  The parkway trail offers an 8.4 mile long trail for biking, walking/running, and inline skating.

On-Site Parking is available at Rose Twig at Windlestrae (1151 Kenas Rd, North Wales, PA). From there, it’s a short walk across the bridge to the festival. 

Handicap-accessible parking is located in the main lot of William F. Maule Park (1147 Kenas Road, North Wales, PA 19454). 

Off-Site Parking is available at Keystone Fellowship (427 Stump Rd., North Wales, PA) and Penn Manufacturing Industries (PMI) (506 Stump Rd., Montgomeryville, PA). A free shuttle service will run until 6:00 PM.

Fire Marshal

Mission Statement

The Fire Marshal's Office is committed to providing an effective and reasonable customer service response to the businesses within our Township while providing a public education and fire code enforcement program to ensure the life safety of the citizenry we are obligated to protect.

Management of the Office of the Fire Marshal

The Director/Chief Fire Marshal possesses the authority to sign off on all major areas of responsibility and their attendant issues. All Fire Marshals under the immediate supervision of the Director will perform the physical activities necessary to accomplish and fulfill the responsibilities.

The Director and/or Assistant Fire Marshal will follow up on all violations that result from the inspections.

The Director and/or Assistant Fire Marshal conducts plan reviews and preliminary site recognizance.

Parks & Facilities Reservations

Montgomery Township offers a variety of amenities to its residents and visitors throughout its Park System, which consists of various facilities or fields that can be reserved by residents at no additional fee. 

To reserve a facility or field, please complete the following steps:

  • Complete and submit the Facility and Field Use Permit Application shown below.
  • Read the Facilities and Fields Use Policy, sign the signature page and submit with permit application.
  • Also, as applicable:
    • If you are a non-resident or a For-Profit Organization, please attach payment for your reservation request to your permit application.
    • For reservations with 25 or more attendees, you will need to submit a Certificate of Liability Insurance with the minimum coverage specified.  More information on insurance requirements may be found within the Facility and Field Use packet.

All reservations are approved on a first come, first serve basis.  Please allow at least 30 days for review and confirmation.Once your permit has been approved,you will receive a confirmation letter, confirming your reservation.  Bring your confirmation letter with you on the day of your function.

Prevent Stormwater Pollution

Precipitation from rain or melting snow that flows over the ground creates stormwater runoff. Surfaces like streets, driveways, and sidewalks prevent runoff from being absorbed into the ground. Stormwater runoff flows into storm drains or directly into bodies of water.

Stormwater runoff can pick up chemicals, debris, dirt and other pollutants that will contaminate our water. It is a common misconception among residents that stormwater is treated before it reaches the waterways. This assumption is false, and every thing picked up by the runoff empties into our natural waterways.

By practicing healthy household habits residents can limit the pollution dumped into our storm drains, which empty into the waterways. Listed below are ways people can limit stormwater pollution.

  1. Use fertilizers sparingly and sweep up driveways, sidewalks, and roads.
  2. Never dump anything down storm drains.
  3. Compost your yard waste.
  4. Direct downspouts away from paved surfaces.
  5. Take your car to the car wash instead of washing it in the driveway.
  6. Check car for leaks, and recycle motor oil.
  7. Pick up after your pet.

Montgomery Township staff has prepared this budget report to provide a more in-depth picture of our operations and proposed capital projects and purchases.

At its core, the budget is the foundation for what we do, and the services we provide daily. It is built on assumptions about our operating expenses and the various revenue sources that fund them. These assumptions are based not only on recent history, but on calculated projections about the upcoming year. It is prepared with the involvement of all departments and key staff and reveals details regarding the areas of public service prioritized by the Board of Supervisors including:

  • Public safety with an accredited Police Department which now has the distinction of being a Premier Agency, one of 10 in the Commonwealth of Pennsylvania.
  • A paid and volunteer fire department providing 24/7 coverage to our township and assisting neighboring municipalities when needed.
  • A Public Works department responsible for the maintenance of Township parks, our facilities, roads (including snow removal), traffic signals, and stormwater management facilities.
  • Parks and Recreation which many residents and prospective residents view as important to their quality of life. We continue to plan for renovations to existing ones including Fellowship and Whistlestop Parks and have been awarded grants from the Commonwealth of PA to aid our efforts.

Our job as Township employees is to ensure the day-to-day operations are run efficiently, ethically, and transparently, solidifying my belief that local government is the most responsive and responsible form of government, as it directly impacts the daily lives of Township residents and businesses.

Special Experiences in Montgomery Township 

From our annual Autumn Festival event to our Local Government Week field trip program, we are confident that you will enjoy many of our offerings.  Of course, many of our programs are located within our state-of-the-art Community & Recreation Center, which opened in 2015. Here you will not only find group exercises classes and a fitness facility, but also free family events like Coffee with a COP, hosted by our Police Department.

The Montgomery Township Police Department is one of seven departments in the County who have a Community Policing Liaison. Officer Rob Johnson is a beloved officer and member of the community who has taken on this role. He sits on various boards and committees and works closely with the Public Information Office to educate residents on public safety. He can be seen giving public seminars on scams, training local businesses on safe practices, or reading to children at the local YMCA. About DFS

Station 18 Operations

The Montgomery Township Fire Department is a combination department, operating 24 hours per day, 7 days per week. It consists of a highly trained and accredited career division along with an equally trained and accomplished volunteer organization.
There are two municipal fire stations strategically located within township boundaries. The Battalion One Stump Road Fire Station is at 325 Stump Road and the Battalion Two Doylestown Road Fire Station is at 441 Doylestown Road.
 

The state of the art fire apparatus housed at the fire stations are

  • Battalion One: Special Service 18, Squad 18, Tower 18, Traffic 18
  • Battalion Two: Squad 18-1, Engine 18, Utility 18
Command vehicles include Chief 18, Deputy Chief 18, Assistant Chief 18, Battalion Chief 18, Assistant 18-1 and the Fire Marshal.

Road Projects

The following is the proposed schedule for the 2024 Road Projects

The following is the proposed schedule for the various roads that are budgeted to be milled and overlaid. Due to fluctuation in asphalt pricing and budgetary constraints, the paving of some roads may be deferred to a later date. Should any changes to this schedule be required, we will send out a notice in advance.

 

The hours of operation will be approximately 7:00 a.m. to 5:00 p.m. and may change, as necessary.

The project is scheduled to begin in early-July and be completed by early-August.

The following is the list of roads to be milled and overlaid:

  • White Pine Drive
  • Addison Lane
  • Sparks Circle
  • Country Lane
  • Magdalena Lane
  • Manor Drive
  • Terwood Lane
  • Wentworth Drive
  • Broad Acres Road
  • Blue Jay Way
  • Gordon Lane
  • Schreiner Drive
  • McLaughlin Road
  • Claremont Drive (Upper State Road to County Line Road)

During the project, your street will be closed except for local traffic and emergency vehicles. During the milling and paving of your street we are requiring that all cars be parked in their driveways. This will assist us in completing this project in a timely manner. Due to extreme temperatures of the material, it is recommended that you keep children and pets away from the street area where the paving process is taking place. Please avoid driving your vehicle on this material during the placement of blacktop or crack sealer material to avoid damage to your vehicle. We will not be held liable for any resulting damage.

***Each property owner should check their mailbox front to ensure that it is a minimum of 7 inches behind the face of the curb, which is within federal postal regulations. Prior to the start of the paving project, the homeowner should reset any mailboxes protruding past the minimum measurement of 7 inches behind the face of the curb. This will ensure that the mailbox will not be damaged during the milling and paving operation. Any damage that may occur will be the responsibility of the homeowner***

Please trim any trees or shrubs extending past the edge of the roadway or curb. This will allow our paving equipment to pass safely in front of your property. Montgomery Township will not be responsible for anything damaged in the right-of-way, such as invisible dog fencing, basketball backstops etc.

The following is the proposed schedule for the 2024 Curb Replacement Program

The hours of operation will be approximately 7:00 a.m. to 5:00 p.m. and may change as necessary.
The project is scheduled to begin in late-May and be completed in mid-July.

Concrete curb work will be done as needed on the following roads:

Please note that the curb to be removed and replaced will be marked out in white.

Note: Only severely cracked or heavily spalled curbs will be replaced.

All driveway and/or lawn restorations will be done in a timely manner upon completion of the project. Some residents will have to park their vehicles in the street during the curb restoration.

Defacing or writing in concrete will be treated as criminal mischief vandalism and will be handled by the Montgomery Township Police Department. Anyone that witnesses vandalism is asked to please call the Police Department at (215) 362-2301.

Please trim any trees or shrubs extending past the edge of the roadway or curb. This will allow our contractor to easily access your property to make the necessary repairs. Montgomery Township will not be responsible for anything damaged in the right-of-way, such as invisible dog fencing, lawn sprinkler systems etc.

Environment

This page is a work in progress and will serve as a central hub for Montgomery Township's environmental information and resources. 

Montgomery Township is committed to preserving and protecting the natural beauty of the community as well as implementing green initiatives. This is most evident by the multimillion-dollar investment scheduled to improve our stormwater system over the next five years. Also, the Board of Supervisors adopted the Ready For 100 renewable energy resolution in 2021. Ready for 100 is a national movement that Montgomery Township has joined intending to work toward 100% clean renewable energy for all.

Snow Removal

Montgomery Township Public Works Department makes storm preparedness a priority all year round. Salt and other necessary tools/materials are stocked in mid-summer to ensure that The Department has the necessary resources for Township residents to have a less stressful winter.

Please understand the Township’s snow removal process below to make sure everything can go according to plan during a storm:

 

Priority Roads
 
As snow begins to accumulate, the Township concentrates on certain roads. The first streets that receive attention are the major roads (or "Priority One" roads). As long as the snow keeps falling, the Township's first priority is to keep the main roads open and passable. In such instances, it is unlikely that residential roads will be reached immediately, because the main roads must be repeatedly plowed and kept open.

High priority is also given to the clearing of major streets so that school buses and emergency vehicles can gain access to all parts of the Township. As soon as all major streets are clear, equipment is immediately moved into residential areas.

Under normal circumstances, cul-de-sacs are the last residential streets to be cleared. Cul-de-sacs are plowed last, because they carry the lowest volume of traffic among the different types of streets.

 

Snow on state roads

State snow removal crews are responsible for clearing state roads. However, a Township plow will keep their blades down while traveling a state road to assist in the state’s snow removal process out of courtesy and safety for travelers.

Salting and plowing

There are two aspects of a snow operation - salting and plowing. When roads start to freeze from falling precipitation, salting operations begin on major roads and continue until all roads are completed or until it is no longer effective to salt (due to the depth of snow). The more traffic on a road, the more effective the salt. As a result, some residential streets with small amounts of traffic may appear to have not been salted.

Please keep in mind that as temperatures drop, salt becomes less effective. Once the temperature drops below 20 degrees, salt is no longer effective at all.

If snowfall accumulates and plowing is required, salting operations cease. When the snow stops and final plowing is accomplished on all roads, salt is spread again. All roads are monitored for icy spots and re-salted where dangerous.

 

Mailboxes

Each property owner should check their mailbox front to ensure that it is the minimum of 6 inches behind the face of the curb, which is within federal postal regulations. Prior to the start of winter, the homeowner should reset any mailboxes protruding past the minimum measurement of 6 inches behind the face of the curb. This will ensure that the mailbox will not be damaged during the plowing operations. Any damage that may occur will be the responsibility of the homeowner, unless the plow truck was directly responsible for the damage.
 
 
Basketball Backstops and Trash Containers/Totes

All basketball backstops and trash containers/totes should be removed from any Township Right-of-Way, which is generally 1 foot behind the sidewalk. Any damage that may occur during plowing operations will be the responsibility of the homeowner.

 

Driveway Clearing

As salting and plowing are difficult operations to perform, residents are requested to park in their driveways when snow is anticipated, rather than on the street. Please keep in mind that it is almost impossible to keep snow from being deposited at your driveway during plowing, as the plow cannot be lifted or stopped at each driveway as it passes.
 
 
Important Driveway Tip

If you have your driveway plowed before the street is completed, clear an area to the left of the drive entrance (standing in the driveway, facing the street). When your street is plowed, the snow from the plow can be unloaded in this area instead of your driveway.

Plows sometimes find it necessary to make several passes in order to clear snow all the way to the curb to allow for property drainage.

Please, do not empty snow from your driveway into the street, this slows the overall plowing operation. Also, if snow that is placed in the street freezes, it can create a traffic hazard.

 

Sidewalk Clearing Ordinance
 
Residents and business owners are reminded that, by ordinance, all private sidewalks are to be shoveled within 24 hours after a snowfall. Otherwise, individuals could slip and become injured. Remember that it is easier to remove snow before pedestrians pack it down.

If you have a fire hydrant on your property, please clear the snow away from the area around it (leaving the markers intact). This will assist fire crews in the event of an emergency.

 

Patience Please

Please be patient, snow removal is a difficult and time-consuming process. Since Township crews need many hours of intensive labor to complete snow clearing operations, please try to limit your travel during and immediately following a snowfall unless absolutely necessary. The less traffic on the roads during snow clearing operations, the quicker the job can be accomplished.

Please only call if it is an urgent matter. If snow removal crews are sent off their normal routes on special efforts, it slows down the overall cleanup. Your street will be plowed as quickly as possible.

If you do call to report a condition, the information is immediately dispatched to a truck in your district. There is no need to call a second time.

In the event of a police, fire or ambulance emergency, the Township's plow drivers are dispatched in conjunction with the emergency vehicles.

Snow Emergency Routes 

The Montgomery Township Police Department issues a Snow Emergency when conditions exist that warrant such a declaration to protect the health, safety, and welfare of affected residents in Montgomery Township. 

When a Snow Emergency is declared, all Snow Emergency routes must be kept clear of parked or unattended vehicles during the emergency so that roads can be properly plowed.

Township Roads vs. State Roads

The Public Works Department is responsible for all road maintenance to township roads, parks, basins/drainage, traffic/street lights, vehicles and all township owned buildings. They are also responsible for the snow removal and deicing of township roads.

PA Act 44 of 2009, Pension Reform Act Compliance

Chapter 7-A of Act 44 of 2009 requires that all parties to a service contract with a municipal pension fund submit an annual disclosure to their Pennsylvania public sector clients.  The disclosure form provides certain information in regard to any financial relationships that may exist between the entities and the elected and appointed officials of the municipality to determine if a conflict of interest might be present.  The form was sent to all entities that provide services to any Montgomery Township Pension Plan.  

The disclosure forms must be posted on the municipality's website and be filed and updated annually for the life of the contract between the municipality and each party.

Financial Advisory Committee

The purpose of the Finance Committee is to serve as an advisory committee that reports to and advises the Board of Supervisors of Montgomery Township on various financial matters.  The financial matters to be reviewed by the Committee will be directed by the Supervisors.  This may include accounting and financial reporting requirements, annual audit reports, financial results (budget vs. actual), strategic financial plan, earned income, business, and real estate taxes: collections and audits, investment of excess funds (short-term and long-term), bond issues and debt management, and other matters of a financial nature as directed by the Supervisors.

Stormwater Management

Precipitation from rain or melting snow that flows over the ground creates stormwater runoff. Surfaces like streets, driveways, and sidewalks prevent runoff from being absorbed into the ground. Stormwater runoff flows into storm drains or directly into bodies of water.

Stormwater runoff can pick up chemicals, debris, dirt and other pollutants that will contaminate our water. It is a common misconception among residents that stormwater is treated before it reaches the waterways. This assumption is false, and everything picked up by the runoff empties into our natural waterways.

By practicing healthy household habits, residents can limit the pollution dumped into our storm drains, which empty into the waterways. Use fertilizers sparingly and sweep up driveways, sidewalks, and roads.

 Things You Can Do to Prevent Stormwater Runoff Pollution 

  1. Use fertilizers sparingly and sweep up driveways, sidewalks, and gutters.
  2. Never dump anything down storm drains or in streams.
  3. Vegetate bare spots in your yard.
  4. Compost your yard waste.
  5. Use least toxic pesticides, follow labels, and learn how to prevent pest problems.
  6. Direct downspouts away from paved surfaces; consider a rain garden to capture runoff.
  7. Take your car to the car wash instead of washing it in the driveway.
  8. Check your car for leaks and recycle your motor oil.
  9. Pick up after your pet.
  10. Have your septic tank pumped and system inspected regularly.

NPDES MS4 Program

As part of the Clean Water Act, the U.S. Environmental Protection Agency (US EPA) has developed stormwater management regulations to improve water quality.  The Township was required to apply for a National Pollutant Discharge Elimination System (NPDES) permit for its Municipal Separate Storm Sewer System (MS4), which is administered by the Pennsylvania Department of Environmental Protection.  This permit is part of a 5-year program, which began in March 2003.  Any municipality with a population of at least 5,000, including counties, must comply with the program

The MS4 program is designed to literally "manage" stormwater, both by protecting storm water quality and by preventing high volumes of runoff from causing flooding in developed areas.  Montgomery Township must also track the progress towards the goals of their permit and report our progress to the PA DEP on an annual basis.  The MS4 program is broken up into six control measures, which includes: Public Education and Outreach on Stormwater Impacts, Public Involvement and Participation, Illicit Discharge Detection & Elimination, Construction Site Stormwater Runoff Control, Post-Construction Storm Water Management in New Development and Redevelopment, and Pollution Prevention and Good Housekeeping for Municipal Operations.

Montgomery County's Water Resources Plan

The water cycle is a natural process that is profoundly affected by people and development. Over the past few decades, the human impact on water has been recognized and addressed with various regulations, including requirements for storm water control, discharges into streams, and withdrawals from groundwater supplies. In addition, substantial public and private investment has successfully been made to improve water. Nevertheless, the county still experiences flooding, water shortages, and pollution in some locations. The Water Resources Plan shows how government, developers, businesses, and resident can work together to better manage water resources. The plan focuses on providing adequate supply of water, improving water quality and reducing water pollution, limiting the impact of flooding, and promoting better storm water management practices. Overall, this plan, if fully implemented, will create a more harmonious relationship between county residents, businesses, and the natural water cycle that affects everyone.

Where to Place the Mailbox

  • Here are some helpful guidelines to follow when placing your mailbox:
  • Position your mailbox 41″ to 45″ from the road surface to the bottom of the mailbox or point of mail entry.
  • Place your mailbox 6″ to 8″ back from the curb. If you do not have a raised curb, contact your local postmaster for guidance.
  • Put your house or apartment number on the mailbox.
  • If your mailbox is on a different street from your house or apartment, put your full street address on the box.

Installing the Mailbox Post

The best mailbox supports are stable but bend or fall away if a car hits them.  The Federal Highway Administration recommends:

  • A 4″ x 4″ wooden support or a 2″-diameter standard steel or aluminum pipe.
  • Avoid unyielding and potentially dangerous supports, like heavy metal pipes, concrete posts, and farm equipment (e.g., milk cans filled with concrete).
  • Bury your post no more than 24″ deep.

Senior Volunteer Committee

The purpose of the Senior Volunteer Committee is to address the needs of the senior population in Montgomery Township.  The Committee’s goals include, but are not limited to, providing senior citizens with information and resources that help facilitate a sense of security, independence, self-sufficiency, health, and wellness. The Committee will serve as Ambassadors to Service within the community by way of activity involvement and promote healthy well-being for all.

      Act 3 of 2008 is Pennsylvania's Right-To-Know Law. On December 15, 2008, the Montgomery Township Board of Supervisors adopted Resolution No. 9 that enacted the Right-to-Know Township Policy.  It establishes the procedure by which Montgomery Township will address requests made to it for records under the Right-To-Know Law which took effect January 1, 2009. More information on the law can be found at the Commonwealth's Office of Open Records.
