MONTGOMERY TOWNSHIP BOARD OF SUPERVISORS

FEBRUARY 24, 2014

 

            Chairman Joseph Walsh called the Executive Session to order at 7:45 p.m.   In attendance were Supervisors Robert Birch, Candyce Fluehr Chimera, Michael Fox and Jeffrey McDonnell. Also in attendance were Robert Iannozzi, Esquire, Lawrence Gregan and Bruce Shoupe.

Chairman Joseph Walsh called the action meeting to order at 8:00 p.m.   In attendance were Supervisors Robert Birch, Candyce Fluehr Chimera, Michael Fox and Jeffrey McDonnell. Also in attendance were Robert Iannozzi, Esquire, Lawrence Gregan, Chief J. Scott Bendig, Richard Lesniak, Shannon Drosnock, Ann Shade, Stacy Crandell, Kevin Costello, Bruce Shoupe, Richard Grier and Deb Rivas.

            Following the Pledge of Allegiance, Chairman Joseph Walsh called for public comment from the audience and there was none. 

            Township Solicitor Robert Iannozzi, Esquire reported that the Board had met in an executive session earlier in the evening at 7:45 p.m.  Mr. Iannozzi reported that the Board discussed three Zoning Hearing Board matters.  Mr. Iannozzi also reported that these matters are legitimate subjects of executive session pursuant to Pennsylvania's Sunshine Law.

            Supervisor Michael Fox made a motion and Supervisor Robert Birch seconded the motion to approve the minutes of the February 10, 2014 Board meeting.  The minutes of the meeting were unanimously approved as submitted.

            Director of Administration and Human Resources Ann Shade announced that Geraldine Crouthamel, Permits Coordinator, retired from the Montgomery Township Department of Planning and Zoning on February 19, 2014 after providing nearly 21 years of service to our Township community.  Resolution #1 made by Supervisor Michael Fox, seconded by Supervisor Candyce Fluehr Chimera and adopted unanimously, recognized Geraldine Crouthamel for her dedication and faithful service to the Montgomery Township Planning and Zoning Department and the residents of our community.

Public Works Director, Kevin Costello, reported that the annual bids for Materials, Services and Equipment Rentals were opened on February 13, 2014 and reviewed by the staff.  The staff's recommendation is to award the bids to the lowest responsible bidders.  Resolution #2 made by Supervisor Michael Fox, seconded by Supervisor Candyce Fluehr Chimera and adopted unanimously, authorized contracts with the following companies:  Asphalt/Bituminous Concrete to Glasgow, Inc., amount not to exceed $254,925; Stone Aggregate to Glasgow, Inc., various unit pricing; Lawn Care Treatments to Moyer & Son, Inc., $16,170; Equipment Rental with Operator to P.K. Moyer & Sons, Inc., amount not to exceed $153,425; and Crack Sealer to Asphalt Maintenance Solutions at $.51 for pickup and $.57 delivered pricing.

            Public Works Director Kevin Costello reported that the bids for the annual Curb and Sidewalk project were opened on February 13, 2014.  The Township Engineer, Gilmore and Associates, reviewed the bids and made a recommendation to award the bid to the lowest responsible bidder, Drumheller Construction, with a bid of $102,201.60.  Mr. Costello reported that bids were received in the range of $102,201.60 up to $142,403.92.  With the low bid amount, the Township will realize a savings of $55,798.40 in comparison to the budget.  Resolution #3, made by Supervisor Michael Fox, seconded by Supervisor Candyce Fluehr Chimera and adopted unanimously, authorized the award of the 2014 Curb and Sidewalk project to Drumheller Construction for a total project cost of $102,201.60.

            Township Manager Lawrence J. Gregan reported that the Montgomery Township Industrial Development Authority (MTIDA) was established by the Township in 2003 under the provisions of the Pennsylvania Economic Development Financing law to provide access to low-interest financing to businesses through the issuance of tax-exempt and taxable bonds.  The law requires the Chief Elected Officer of the governmental unit in which the issuer is located to approve any tax-exempt issue proposed by the MTIDA prior to the closing.  For 2014, it is proposed that Chairman Joseph Walsh, as the Chief Elected Official of Montgomery Township, be authorized to approve financing projects presented by the Montgomery Township Industrial Development Authority.  Resolution #4, made by Supervisor Michael Fox, seconded by Supervisor Candyce Fluehr Chimera and adopted unanimously, authorized Joseph P. Walsh, Chairman and Chief Elected Official of Montgomery Township, to approve financing projects presented by the Montgomery Township Industrial Development Authority in 2014.

            Chairman Joseph Walsh made a motion to approve the payment of bills.  Supervisor Michael Fox seconded the motion.  The payment of bills was unanimously approved as submitted.

            There being no further business to come before the Board, the meeting adjourned at 8:10 p.m.
