MINUTES OF MEETING FOR MONTGOMERY TOWNSHIP BOARD OF SUPERVISORS

At 7:30 p.m. Chairman Robert Witmer called to order the Executive Session. In attendance were Supervisors Greenberg, Kuhn, Sarosky and Prousi. Also in attendance were John Nagel, Richard Brady, Adam Deussing and Merle Ochrach. Personnel matters were discussed. The Executive Session adjourned at 8:00 p.m.
At 8:05 p.m. Chairman Witmer called to order the regular meeting. In attendance were Supervisors Greenberg, Kuhn, Sarosky and Prousi. Also in attendance were John Nagel, Merle Ochrach, John Chambers, Richard Brady, Kevin Costello, Bill Brightcliffe, Larry Gregan, Pam Gural-Bear, Bruce Shoupe and Shirley Snyder.
Chairman Witmer stated that Governor Edward Rendell has proclaimed the month of June as Amateur Radio Month. Supervisor Sarosky recognized Chairman Witmer and Supervisor Robert Kuhn for their dedication to Amateur Radio programs. Resolution #1 unanimously recognized June as Amateur Radio Month, and recognized and commended all the dedicated volunteers for providing vital supplemental communications to their communities during times of natural disasters and local emergencies.
Pam Gural-Bear provided background information regarding leaf waste pick up in Montgomery Township. Act 101, Pennsylvania's "Municipal Waste Planning, Recycling and Waste Reduction Act", requires recycling in Montgomery Township, and requires the township to separate leaf waste from other recyclables. Leaf waste is made up of leaves, garden residues, shrubbery and tree trimmings, but does not include grass clippings. Montgomery Township must provide a form of leaf collection in order to satisfy our grant requirements. There was discussion on options that are available for consideration. Rich Roller of the Northern Montgomery County Recycling Commission provided additional information discussed at the Commission's meetings, noting that 6 out of the 11 municipalities already have a leaf waste recycling program in place. Resolution #2 unanimously authorized the township staff to create a Request for Proposal for Leaf Waste Pick Up and to distribute to local waste haulers.
There was no public comment for any item not listed on the agenda this evening.
Merle Ochrach announced that the Board had met in Executive Session earlier in the evening to discuss matters of personnel.
Under Monthly Reports, Chief Brady reported that the department had responded to 2,273 calls for service for the month of May. Officer Joseph McGuigan attended the Child Passenger Safety Technician certification in Bucks County, and is the second officer to be certified to instruct parents on how to install child car seats. Kevin Costello reported that the Public Works report had been submitted. Bill Brightcliffe noted that the Fire Marshal's office completed 25 Life Safety Inspections and the Fire Department responded to 40 incidents in May. Bill Brightcliffe and Captain John Scheiter attended NIMS ICS-300 Training Certification in May. Larry Gregan provided the Finance Department report for the month. Highlights include: continuing work with the Township's Auditor to finalize the 2006 Audited Financial Statement, continuing work with Pentamation on final design of the Business Tax Module, and conversion of the current manual Escrow Billing system to Pentamation system. Pam Gural-Bear reported that the summer camp programs are gaining momentum. Flyers and brochures advertising Kids University and the summer programs have been distributed through North Penn School District. Citizen's University has received three applications for the September class. Recreation Survey Focus Groups were held in May with survey questions being formulated based on feedback of these meetings. Bruce Shoupe provided the statistics for the Planning and Zoning Department.
Under the consent agenda, the minutes of meeting for May 29, 2007, and the payment of bills were approved as submitted. Resolution #3 approved the by-laws for the Open Space Committee. Resolution #4 approved extension request for Montgomery Square United Methodist Church, and extension request for Enclave at Montgomery was approved by Resolution #5. Resolution #6 approved the Deed of Dedication for Montgomery Lea Open Space. Resolution #7 authorized the Township Manager to advertise for public hearing for Proposed Ordinance #07-219Z - Amendments to Zoning - Housekeeping, and Resolution #8 authorized the Township Manager to advertise for Proposed Ordinance #07-218 - Recycling Ordinance/Intergovernmental Agreement. Resolution #9 approved a $250 contribution to the Montgomery County Lands Trust. Resolution #10 approved a policy change. Resolution #11 approved the Kenas Road connector bridge - DEP application. All consent agenda resolutions were unanimously approved.
