At 7:30 p.m. Chairman J. Robert Witmer called to order the Executive Session. In attendance were Supervisors Greenberg, Kuhn, Prousi and Sarosky. Also in attendance were John Nagel, Merle Ochrach, Pam Gural-Bear, Nick Fortune and Terry Wilson. Personnel matters were discussed. The Executive Session adjourned at 7:47 p.m.
At 7:50 p.m. Chairman Witmer called to order the work session. In attendance were Supervisors Greenberg, Kuhn, Prousi and Sarosky. Also in attendance were John Nagel, Merle Ochrach, Bruce Shoupe, Pam Gural-Bear, Kevin Costello, Stacy Crandell and Shirley Snyder.
Monthly Reports were presented by Department Heads. Kevin Costello reported that the Concert Series banners are up. Concrete, milling and paving on township roads and sidewalks are underway. Pam Gural-Bear reported the following: the 2006 Annual Report is expected to go to print this week; Kids University Program is averaging 20 to 26 children per week; the PECO Trail License Agreement has been received and is being reviewed. Ms. Gural-Bear also recognized Meghan Williams, our Park & Recreation Intern for the good job she is doing. Bruce Shoupe noted that the Planning and Zoning Office issued 105 permits during the month of June, and continues to work with the GIS and Pentamation programs. The work session concluded at 7:58 p.m.
Chairman Witmer called to order the regular meeting at 8:05 p.m. In attendance were Supervisors Greenberg, Kuhn, Prousi and Sarosky. Also in attendance were John Nagel, Merle Ochrach, Kevin Costello, Pam Gural-Bear, Bruce Shoupe, Mike Galla, Stacy Crandell and Shirley Snyder.
Nick Fortune and Terry Wilson were appointed to fill vacancies on the Environmental Advisory Committee with terms to expire on January 1, 2008. Resolution #1 unanimously appointed Mr. Fortune and Mr. Wilson to serve on the Environmental Advisory Committee.
The Board presented donation checks to several area organizations. Richard Roller accepted the check for the Montgomery Township Historical Society. Mr. Roller thanked the Board for the check and for their continued support of the Historical Society. Kathy Arnold-Yerger was present to accept the check for the Montgomery County Norristown Library. Ms. Arnold-Yerger highlighted a few of the services offered to County residents, and thanked the Board for the check the library receives each year. Richard Roller, past president of PEAK Center of Lansdale, accepted the check in the absence of Director Amy Cummings-Leight.
There was no public comment on any item not on the regular agenda.
Merle Ochrach announced that the Board had met earlier in an Executive Session. Matters of personnel were discussed.
Merle Ochrach provided a summary of the Northern Montgomery County Recycling Commission's Inter-Municipal Agreement and Ordinance #07-218 - Municipal Waste Collection and Recycling Ordinance. The township is being asked to join other municipalities in adopting the agreement. The ordinance solidifies Montgomery Township's participation in the overall program, and streamlines and makes the ordinance more consistent. Richard Roller, a member of the Northern Montgomery County Recycling Commission, added that the old ordinance has been on the books since the 1990's and was outdated. By adopting this ordinance, all 11 municipalities will work from the same guidelines. Resolution #2 unanimously approved the Northern Montgomery County Recycling Commission's Inter-Municipal Agreement and the Municipal Waste Collection and Recycling Ordinance #07-218.
Under the consent agenda, the minutes of meeting for June 25, 2007 were approved as amended, and the payment of bills were approved as submitted.
